Bill Smullen is the director of national security studies at Syracuse University’s Maxwell School of Citizenship and Public Affairs in Syracuse, N.Y. He was appointed to this position in June 2003, and additionally serves as the Maxwell School’s senior fellow in national security. He is also a professor of public relations for Syracuse University’s S.I. Newhouse School of Public Communications.
A professional soldier for 30 years, Mr. Smullen retired from the U.S. Army in 1993, with numerous military citations. Upon his retirement, he became the executive assistant to Gen. Colin Powell, where, until 2001, he had daily responsibility for managing Gen. Powell’s private office and professional activities. During that time, he doubled his responsibilities by becoming the chief of staff for America’s Promise – The Alliance for Youth, which Gen. Powell chaired. In his last assignment, prior to his appointment at Syracuse University, Mr. Smullen was the chief of staff to Secretary of State Colin L. Powell and the U.S. Department of State from 2001 to 2003.
